Libya's High Council calls on Arab League to help push forward UN peace plan

TRIPOLI, Jan. 30 (Xinhua) -- Libya's High Council of State on Tuesday called on the Arab League (AL) to stand firmly against those who obstruct the implementation of a UN-sponsored political agreement.

Abdulrahman Swehli, the head of the council, accused "certain parties in the House of Representatives" of obstructing the political agreement, calling on the AL to adopt a "clear and firm stand," said the council's media office.

The UN-sponsored political agreement was signed by the Libyan political factions in December 2015. It appointed the Government of National Accord, aiming at ending the political division in the country. But the country has remained in a political crisis amid insecurity and chaos.

Swehli made the remarks during a meeting with Salahaddin Al-Jamali, the AL envoy to Libya, during which they discussed the political developments in Libya and the UN-proposed action plan.

The media office slammed "certain parties" for deliberately violating the terms of the agreement through taking several provocative actions.

Swehli also warned of the increase in violations of the political agreement by the House of Representatives, saying it will undermine the political process.

On Monday, Swehli criticized the unilaterally appointment of a new central bank governor by the eastern-based House of Representatives, dismissing it as a "move doomed to failure."

Al-Jamali called on Libyan parties to resort to dialogue to ensure the amendment of the political agreement, in accordance with the UN action plan.

The envoy stressed that the Libyan political agreement is the "interim constitution of Libya," which "must be approved by all in order to move forward in the political process."

Last year, the UN envoy to Libya Ghassan Salame proposed an action plan for Libya that includes amendment of the current UN-sponsored political agreement, holding a UN-sponsored national conference for all Libya's political factions, adopting a constitution, and finally electing the president and parliament.
