SEOUL, Jan. 15 (Xinhua) -- The Democratic People's Republic of Korea (DPRK) offered Monday to hold vice ministerial-level talks with South Korea on Jan. 17 at the truce village of Panmunjom to discuss the DPRK's participation in South Korea-hosted Winter Olympics, local media reported.
